The new program proclaims the goal of developing students’ communicative English abilities, but through analyses of teachers’ questionnaire responses, the author reveals a number of obstacles that hinder the realization of this goal. Challenges such as diverse interpretations of class goals, ineffective teaching methods, teachers’ L2 abilities, and limited class time are brought to light. The author will conclude by offering suggestions for attending to these issues.
