Focusing on the “Rice Field Club in Sumamori,” this paper investigates its organizational structure, establishment process and relation between local residents and out-migrants, as well as the club’s problem.\n 　The first problem of the club is that it has a short history and the second one is that its main activity is paddy rice cultivation. Therefore, burdens of farm works are concentrated on several local residents, who tend to have frustration with the activity. To solve the problem, involvement of more local resident and out-migrants to the activity is necessity.
