瀾滄メコン協力（ＬＭＣ）の水資源ガバナンスによる地域形成――スケールとレベルの概念を用いた一考察―― Region-Formation through the LMC’s Water Resource Governance: A Perspective from the Concepts of Scale and Level 横田, 将志 メコン河・メコン地域 中・メコン協力 東南アジアのサブリージョン ウォータースケープ パワーシェッド Mekong River and Mekong Rigion China-Mekong Cooperation Subregion in Southeast Asia Waterscape Powershed 本稿は、スケールとレベルの概念を用いて、瀾滄メコン協力（ＬＭＣ）の水資源ガバナンスが「中・メコン」という地域を形成することを明らかにする。ＬＭＣは、中国主導の地域協力で、メコン流域諸国（カンボジア、中国、ラオス、ミャンマー、タイ、ベトナム）が参加する。そこでの水資源ガバナンスは、電力の観点に立脚したもので、水資源に係る空間をとらえるウォータースケープと呼ばれるスケール上のパワーシェッドというレベルに該当する。このレベルでは、発電箇所と電力消費地が同一空間とされる。メコン河の水資源に由来する電力は、中国全土にも送電される。このため、ＬＭＣでは、メコン河に基礎を置いて、中国と他のメコン流域諸国の全体から成る地域が形成されると理解できる。 This article analyzes the size of the region formed by the Lancang-Mekong Cooperation (LMC)’s water resource governance. Cambodia, China, Laos, Myanmar, Thailand, and Vietnam are the members of the LMC and cooperate for the Mekong’s water resources. The cooperation is led by China, and it approaches the resources for electricity. The notion of powershed is a level on the scale of waterscape which analyses water resource development and shows the space formed by the development.
